Regulation of On-Campus Credit Card Marketing to Students

In compliance with Act 35 of 2023, 24 Pa. Stat. §23-2302-A, the College establishes time, place, and manner requirements governing the marketing of credit cards to students on campus.
Policy
The College limits on-campus credit card marketers to the lower level of College Hall, and requires written notice of marketing activity be provided to the Associate Vice President of Student Services (340 DeKlab Pike, Blue Bell, PA 19422). Credit card marketers are prohibited from offering gifts to a student in exchange for completing a credit card application unless the student has been provided credit card debt education literature, which includes, but is not limited to, brochures of written or electronic information.
Violations of this policy should be reported to Campus Safety. Third party entities that are in violation of this policy will be requested to comply with this policy and, if they fail to do so, will be asked to leave campus premises.
If an employee, student, or student organization is reasonably believed to be in violation of the policy, Campus Safety shall notify the Associate Vice President of Student Services, and the Vice President of Engagement and Student Experience as well as the following indviduals:
- In the case of an employee, the supervisor and the Senior Director of Human Resources
- In the case of a student or student club, the Dean of Students
Education
The College’s Office of Enrollment Services shall incorporate into new student programming and/or student resource sites (i.e., Montco Connect) presentations and information on credit card debt education and money management skills. Additionally, Enrollment Services shall provide, at a minimum, quarterly credit card debt education literature in conjunction with the College’s bookstore purchases.
